Digital Audio: Who Owns the Music?

Last year, Congress addressed the issue of intellectual property rights in electronic media with the Digital Millennium Copyright Act. Today digital audio, now widely available on the Internet, challenges traditional relationships between owners and users of copyrighted materials, and threatens to overturn the existing music distribution system. As consumers gain access to higher bandwidth, digital technology will challenge the traditional distribution system for motion pictures and broadcast entertainment. How the current battle over digital music unfolds will have profound consequences for consumers and policy makers alike.
